Yolanda McCray

Yolanda McCray serves as a Contract Specialist at the W2V6 USA Engineering Support Center under the Department of the Army, where she manages the full lifecycle of procurement actions to sustain critical military infrastructure and environmental operations. Her role is central to the agency’s mission of ensuring installation readiness through timely, compliant, and technically sound contracting for engineering and remediation services. She routinely handles complex, performance-based acquisitions for environmental remediation, facility support, and mission-enabling technical services, ensuring alignment with federal acquisition regulations and Army sustainability objectives. McCray maintains consistent, long-term relationships with a select group of specialized contractors, including AMD International Technologies LLC, Constellation NewEnergy, Inc., MSL Housekeeping Services LLC, Boh Environmental, L.L.C., and Hydrogeologic, Inc. These partnerships reflect a preference for vendors with proven expertise in environmental remediation, energy efficiency, and facility operations support. Her contracting approach emphasizes performance outcomes, technical compliance, and contractor accountability, fostering collaborative, results-driven relationships with firms capable of delivering mission-critical services under stringent regulatory frameworks. Notably, McCray’s procurement portfolio is entirely non-set-aside, with 100% of awards issued under full and open competition. This reflects a strategic focus on selecting the most technically qualified and capable vendors regardless of socioeconomic status, prioritizing mission effectiveness over socioeconomic preferences. While small business participation is not formally targeted, her contracting practices remain fully compliant with all applicable regulations and encourage competition from all eligible sources. Her primary industry focus is NAICS 562910 (Remediation Services), where she specializes in procuring hazardous waste cleanup, soil and groundwater remediation, environmental monitoring, and related engineering support services. McCray’s expertise lies in managing technically complex contracts requiring environmental compliance, regulatory coordination, and integration with Army installation operations, making her a key contributor to the Army’s environmental stewardship and infrastructure resilience goals.
