When to use SF 33

Use Standard Form 33 when it is part of the solicitation. Its table of contents points to the schedule, contract clauses, attachments, representations, instructions, and evaluation factors. Read those sections before completing the offer.

Gather these before you start

  • The solicitation, especially Sections K, L, and M
  • The required offer acceptance period
  • All amendment numbers and dates
  • Offeror identity and remittance details
  • The authorized signer’s name and title

How to prepare SF 33

CLEATUS guidance, based on the official form. Your solicitation controls the specific submission requirements.

01

Blocks 9–11: locate the submission requirements

Read the stated delivery location and deadline. Use the table of contents to find Section L instructions and Section M evaluation factors. The cover form does not contain all submission requirements.

02

Block 12: offer acceptance period

Follow the solicitation’s acceptance-period requirements. The form notes that item 12 does not apply when the solicitation includes the Minimum Bid Acceptance Period provision at 52.214-16. Do not apply the printed default without checking the solicitation.

Submission review

Pricing attachment updated to match Amendment 0002.

Acknowledging an amendment does not itself update your proposal. Apply its changes to the response too.

Before you submit

  • Read Sections K, L, and M and the complete schedule.
  • Verify the required acceptance period.
  • Reconcile all amendment acknowledgments.
  • Check the offeror details and authorized signature.
  • Leave the government award section for the agency.

Common questions

Is a signed SF 33 the whole proposal?

Usually the solicitation requests additional material. Follow the schedule, attachments, representations, and submission instructions. The form’s table of contents helps locate them.

Where do I acknowledge amendments?

SF 33 includes acknowledgment fields in block 14. Follow the solicitation and amendment instructions for the required method and any additional actions.
