Standard Form 30 serves two different purposes: amending a solicitation and modifying an existing contract. Identify which purpose applies before taking action. For a proposal, work from the actual amendment issued by the agency.
Gather these before you start
- The agency-issued SF 30 and all its attachments
- The original solicitation or contract
- The amendment or modification number and issue date
- The acknowledgment or signature instructions
- Your current offer and submission checklist
How to prepare SF 30
CLEATUS guidance, based on the official form. Your solicitation controls the specific submission requirements.
Items 2, 9, and 10: identify the affected document
Check the amendment or modification number. Item 9 identifies an amended solicitation; item 10 identifies a modified contract or order. Confirm that the document belongs to your opportunity before changing your response.
See official form, PDF page 1Item 11: solicitation amendment acknowledgment
Read the acknowledgment instructions and whether the offer deadline is extended. Use the acknowledgment method and timing specified by the agency. Do not assume that receiving or downloading the amendment counts as acknowledgment.
See official form, PDF page 1Item 13: contract modification
For a contract modification, review the stated authority and whether the contractor must sign. Do not apply the solicitation-amendment procedure to a contract modification automatically.
See official form, PDF page 1Item 14: read the actual changes
Read the description and referenced attachments. Update affected prices, dates, requirements, and proposal sections. A short cover description may refer to a much larger replacement attachment.
See official form, PDF page 1Items 15 and 16: signatures
Follow the issued document’s signature requirements. Item 15 is for the contractor or offeror where required; item 16 is for the government. A blank SF 30 does not authorize the contractor to issue an amendment.
See official form, PDF page 1Page 2: official preparation instructions
The second page contains printed preparation instructions, mostly for the government official issuing the document. Federal Acquisition Regulation 53.243 revises instruction (b), item 3, paragraphs (3) and (5), pending a new form edition. For those termination-related effective dates, use the current regulation linked below instead of the superseded printed wording.

Common questions
Does the current SF 30 have corrections to its printed instructions?
Yes. Federal Acquisition Regulation 53.243 corrects two termination-related effective-date instructions: instruction (b), item 3, paragraphs (3) and (5). The official 11/2016 form remains listed, but those corrections apply pending a new edition. See the regulation in Official sources and edition.
Can I prepare my own SF 30 to change the solicitation?
No. Work from the amendment issued by the agency. The blank is provided as a reference and for permitted workflows, not as authority to change a government solicitation.
Do all SF 30 documents need my signature?
No. Read the issued document’s acknowledgment or signature instructions. Solicitation amendments and contract modifications have different purposes and requirements.
