How to prepare SF 1449
CLEATUS guidance, based on the official form. Your solicitation controls the specific submission requirements.
Start with the offeror instructions
The form directs the offeror to complete blocks 12, 17, 23, 24, and 30. Read the solicitation for any additional instructions or attachments. Preserve the information the government has already entered.
See official form, PDF page 1Block 12: discount terms
Enter the discount terms you actually offer, if applicable. Do not invent a discount to fill an empty box. Check the solicitation and payment provisions for the required treatment.
See official form, PDF page 1Block 17: contractor information
Use the legal offeror name, address, telephone number, and requested codes. If the remittance address differs, follow block 17b and the solicitation’s instructions.
See official form, PDF page 1Blocks 23 and 24: unit price and amount
Complete the required unit prices and extended amounts for the listed items. Match the quantities, units, and attachments in the solicitation. Reconcile totals with any separate pricing workbook.
See official form, PDF page 1Block 30: offeror signature
Have the authorized person review the offer, enter their name and title, sign, and date it using the submission method the agency accepts. Block 31 belongs to the contracting officer.

Review the remaining line-item schedule and incorporated terms. Government receiving, accounting, and payment blocks are not an invitation to complete every blank. Follow the role labels and the solicitation.

Quantity and unit
12 EA (fictional line item)
Use the quantity and unit the agency requests. Do not change them to match your preferred pricing format.
Block 23: unit price
$125.00
Illustrative arithmetic only. Use your approved offer price and the solicitation’s pricing rules.
Block 24: amount
$1,500.00
For this simple example, 12 × $125 = $1,500. Confirm that the same amount appears in the required pricing attachment.
Before you submit
- Use the solicitation’s copy when one is supplied.
- Confirm the offeror identity and remittance information.
- Reconcile line-item prices and attachments.
- Address all amendments using the required method.
- Check the authorized signature and submission instructions.
Common questions
Should I complete every block on SF 1449?
No. The form identifies the offeror blocks and also contains government-only information. Follow those labels and the specific solicitation instructions.
Can I submit this blank instead of the agency’s copy?
Use the agency’s populated copy when the solicitation requires it. The blank here is useful for preparation and when a blank form is requested. It does not replace solicitation-specific details.
