When to use SF 1442

Use Standard Form 1442 when a construction, alteration, or repair solicitation requests it. Page 1 describes the work and submission conditions. The offer section on page 2 must be completed by the offeror.

Gather these before you start

  • The solicitation, specifications, drawings, and amendments
  • Your approved construction price and required schedule
  • The acceptance period in item 13d
  • Any required offer guarantee and bond instructions
  • Offeror information and an authorized signer

How to prepare SF 1442

CLEATUS guidance, based on the official form. Your solicitation controls the specific submission requirements.

01

Page 1: performance and submission conditions

Read the work description, performance period, bond requirements, deadline, and offer-guarantee instructions in items 10–13. These requirements come from the agency’s solicitation. Do not replace them with assumptions from another bid.

See official form, PDF page 1
02

Items 14–16: offeror details

Enter the legal offeror name, address, telephone number, and requested codes. Add a remittance address only when it differs, as item 16 directs.

See official form, PDF page 2
03

Items 17 and 18: price, acceptance, and bonds

Enter the offered amounts and check the acceptance period against item 13d. Any entered period must meet that minimum. Item 17 states that leaving the period blank accepts the minimum in item 13d. Check the pricing attachments and the agreement concerning performance and payment bonds.

04

Items 19 and 20: amendments and signature

List the number and date of each amendment to be acknowledged. Have an authorized person complete the name, title, signature, and offer date. Check the required submission format.

05

Award and agreement sections

The government completes the award details and selects item 28 or 29. Item 28 requires the contractor to sign and return the specified copies; item 29 says another contractor signature is not required. Complete item 30 when the issued agreement requires it. Item 31 is for the contracting officer. The initial offer is signed separately in item 20.

Fictional example · Do not submit

Check the acceptance period against the solicitation

Item 13d: agency minimum

60 calendar days (fictional)

Read the actual minimum from your solicitation. The example is not a standard requirement.

Item 17: offered period

60 calendar days (fictional)

The offered period must meet the actual minimum. Confirm that the approved price remains valid for that period.

Item 19: amendments

0001 and 0002, with their issue dates (fictional)

Check the agency’s complete amendment list and apply the changes to the bid.

Before you submit

  • Check the deadline and submission location.
  • Review any offer guarantee and bond requirements.
  • Reconcile the offered amount with the pricing schedule.
  • Meet the required acceptance period.
  • Acknowledge amendments and verify the authorized signature.

Common questions

Which page contains the offer?

The offer section is on page 2. Read page 1 first because it establishes the work, performance, and submission conditions.

Does every SF 1442 require the same bonds?

Read items 12 and 13 and the solicitation’s bond provisions. The blank form alone does not establish the requirements for your opportunity.
