Its core mission centers on enabling expeditionary force readiness by securing air lift capabilities, armed security coverage for forward operating bases, and essential equipment leasing to sustain combat and support operations in austere locations. Strategic priorities include maintaining responsive air transportation networks for troop and cargo movement, ensuring force protection through contracted security services, and facilitating rapid infrastructure upgrades to sustain mission-critical facilities in contingency zones. The agency prioritizes agility, scalability, and operational continuity in its contracting approach, aligning procurement with dynamic battlefield requirements. The agency also frequently contracts for construction-related electrical work, security guard services, and heavy equipment leasing—indicating a focus on sustaining base infrastructure and mobility assets without maintaining large organic fleets. Contracts are typically issued as combined or presolicitation actions, suggesting a preference for flexible acquisition strategies that allow for rapid response and market exploration. As a Department of the Army contracting activity, 0408 Aq Hq operates without a fixed geographic footprint, supporting global contingency operations through decentralized, mission-tailored procurements.
