The City of University Park focuses on maintaining and enhancing public infrastructure to ensure safe, accessible, and resilient community environments. Its core mission centers on the construction, repair, and inspection of transportation and public space assets, with strategic priorities aligned to pedestrian safety, curb and sidewalk accessibility, and the aesthetic and functional improvement of municipal parks. The agency prioritizes infrastructure modernization through integrated engineering, construction, and landscape services, emphasizing long-term durability and compliance with public safety standards. Key programs include ADA-compliant sidewalk upgrades, curb ramp installations, and park revitalization initiatives that combine civil construction with environmental landscaping. The agency procures a mix of civil construction, inspection, and landscape services, primarily through competitive solicitation processes. Contracts are typically structured as design-build or construction management engagements, with oversight provided by engineering and inspection vendors to ensure adherence to technical specifications and public standards. Procurements are awarded on a project-by-project basis, reflecting a needs-driven approach rather than long-term blanket agreements. Primary procurement activity targets Highway, Street, and Bridge Construction (NAICS 237310), Building Inspection Services (NAICS 541350), and Landscaping Services (NAICS 561730), reflecting a focus on integrated public works projects. The agency consistently seeks qualified contractors capable of delivering multi-disciplinary outcomes—such as combining structural improvements with hardscape and green infrastructure—without preference for set-asides or special certifications. Vendor relationships are transactional and project-specific, favoring firms with demonstrated expertise in municipal infrastructure delivery. The City of University Park operates as a municipal entity under the State of Texas, with no separate departmental structure beyond its municipal governance. It utilizes standard public bidding and solicitation vehicles for infrastructure projects, relying on competitive procurement to ensure accountability and value.
