What does Defense Security Cooperation Agency do?

The Defense Security Cooperation Agency advances U.S. national security by building the capacity of international defense partners through training, equipment transfer, and strategic engagement. Its core mission centers on fostering global security partnerships via professional military education, senior leader seminars, and operational support programs that enhance interoperability and stability. Strategic priorities include countering transnational threats, preventing civilian casualties in conflict zones, and strengthening institutional capacity abroad, with a strong emphasis on tailored advisory services and secure communication environments. The agency prioritizes initiatives that align with Foreign Military Sales and Security Cooperation programs, ensuring partner nations can effectively operate U.S.-provided systems and adhere to international norms. Procurement patterns reveal a heavy reliance on professional and administrative services to sustain these global engagements. The agency frequently acquires translation and interpretation services to facilitate multilateral training, administrative management consulting to streamline program execution, and computer-related services to support mission-critical planning and data analysis. Lodging and transportation services for international participants are consistently procured to enable in-person seminars and exchanges, underscoring the physical presence required for high-touch security cooperation. Industry preferences lean toward professional services firms specializing in management consulting, language support, and technical systems design. The agency actively utilizes Small Business Administration set-asides, particularly for 8(a) and SBA-certified vendors, indicating a commitment to inclusive contracting and capacity building among diverse suppliers. Vendor relationships are characterized by recurring engagements with firms capable of delivering culturally competent, operationally agile support across complex international environments. Organized under the Department of Defense, the Defense Security Cooperation Agency operates globally with no fixed headquarters, coordinating security cooperation activities through U.S. embassies and regional commands. It relies primarily on indefinite-delivery/indefinite-quantity (IDIQ) contracts, sources sought notices, and combined solicitations to respond dynamically to evolving partner needs and emergent threats.
