The Division of Nuclear Safety, operating under the Illinois Emergency Management Agency, is tasked with ensuring the operational integrity and safety of nuclear detection and monitoring systems critical to statewide emergency preparedness. Its core mission centers on maintaining high-reliability radiation detection equipment and deploying resilient energy infrastructure to support continuity of operations during nuclear or radiological incidents. Strategic priorities include the ongoing calibration, repair, and on-site servicing of specialized radiation monitoring devices such as the OSLR 250 reader, alongside the integration of solar-powered energy systems to sustain critical sensor networks during grid disruptions. This dual focus reflects an emphasis on resilience, redundancy, and energy independence in high-stakes public safety infrastructure.
The agency procures precision electronic maintenance services and solar electric generation systems as its primary acquisition categories. Contracts are typically structured as performance-based maintenance agreements and direct procurement of energy hardware, often issued through state-wide sourcing vehicles without set-asides. These procurements prioritize technical specificity, field-service readiness, and long-term system reliability over volume or cost efficiency.
The Division primarily targets NAICS 811210 for the repair and maintenance of electronic radiation detection equipment and NAICS 221114 for solar power installations that support remote or backup monitoring stations. There is no evidence of set-aside preferences or targeted diversity initiatives in current procurement activity. Vendor relationships appear to be driven by technical certification, equipment compatibility, and proven field support capabilities rather than size-based criteria.
As a specialized unit within Illinois’ Emergency Management Agency, the Division of Nuclear Safety operates statewide with no fixed physical headquarters, relying on mobile and distributed infrastructure. It utilizes standard state procurement mechanisms for technical services and energy systems, focusing on mission-critical, non-disruptive deployments that ensure uninterrupted nuclear safety monitoring across the region.
