What does ELC of Brevard County do?

The ELC of Brevard County is dedicated to advancing early childhood education through targeted investments in curriculum enrichment and educator development. Its core mission centers on expanding access to high-quality, developmentally appropriate learning experiences for young children, with a strategic emphasis on STEM and STEAM integration during critical early learning years. The agency prioritizes initiatives that foster cognitive, social, and emotional growth through hands-on educational tools and professional training programs for early childhood educators, aligning with state-level goals for school readiness and developmental equity. Procurement activity is narrowly focused on educational support services designed to deliver structured learning kits and associated instructional training. The agency consistently seeks vendors capable of providing turnkey educational solutions that combine physical learning materials with pedagogical guidance, ensuring seamless implementation in early learning environments. Contracts are typically awarded through competitive solicitations, with an emphasis on vendors who can demonstrate alignment with early childhood development standards and provide scalable, reproducible program frameworks. The agency’s primary procurement activity is classified under NAICS 56121600, which encompasses support services for educational programs, particularly those involving curriculum delivery and educator capacity building. There is no evidence of set-aside preferences or targeted diversity initiatives in recent solicitations. Vendor relationships appear to favor those with proven expertise in early learning content design, educational technology integration, and professional development delivery, rather than general service providers. The ELC of Brevard County operates under the Florida Department of Education, serving as a localized entity focused on early learning system strengthening within Brevard County. It does not maintain a separate physical headquarters beyond its administrative footprint. The agency relies on direct solicitations to procure specialized educational services and does not appear to utilize blanket purchase agreements or government-wide acquisition contracts, instead opting for program-specific, needs-driven procurement vehicles.
