What does San Gabriel Valley Council of Governments do?

The San Gabriel Valley Council of Governments focuses on regional land use planning, housing policy development, and infrastructure coordination across municipal jurisdictions in the San Gabriel Valley. Its core mission centers on shaping sustainable community growth through comprehensive site analyses, zoning code modernization, and implementation of regional design standards. Strategic priorities include aligning local ordinances with state housing mandates, advancing equitable access to affordable housing, and ensuring development patterns support transit-oriented growth. Key programs involve the revision of housing elements, specific plan amendments, and regional planning frameworks that guide municipal compliance with California’s housing law obligations. The agency primarily procures professional services related to land use analysis, zoning code updates, and regional planning studies, often soliciting technical expertise to evaluate site feasibility, regulatory alignment, and demographic impacts. Contracts are typically issued as competitive solicitations under standard procurement vehicles, with no set-asides identified in recent activity. The agency relies on external consultants to conduct technical assessments and produce planning documentation that informs intergovernmental decision-making. The dominant NAICS code, 441110 (New Car Dealers), appears to reflect a misclassification or data anomaly, as the contract examples clearly pertain to land use planning and housing policy—not automotive retail. The actual procurement focus is on urban planning, zoning analysis, and regional policy implementation, with additional support for mental health program expansion and administrative invoice reviews. Vendor relationships are transactional, driven by technical capability in municipal planning, land use law, and housing compliance. As a regional council of governments under the State of California, the agency serves as a collaborative body for municipalities in the San Gabriel Valley, facilitating coordinated planning and resource alignment. It operates under the broader authority of the California Department of Housing and Community Development and utilizes standard competitive solicitation processes to secure planning and technical services.
