What does Technology do?

The Technology Agency of Texas focuses on securing and modernizing critical telecommunications and physical security infrastructure to support statewide operational resilience. Its core mission centers on maintaining reliable, high-capacity communication networks and deploying integrated security systems that protect public services and digital assets. Strategic priorities include upgrading primary and secondary internet connectivity under E-rate Category 1 frameworks, ensuring continuous broadband access for essential services, and refreshing districtwide security technologies to enhance threat detection and response capabilities. The agency prioritizes infrastructure reliability, cybersecurity readiness, and seamless integration of wired telecommunications with physical security systems to support public safety and institutional continuity. Procurement patterns reveal a consistent emphasis on wired telecommunications services and security systems integration, with recurring solicitations for core network connectivity and surveillance infrastructure. Contracts are typically issued as competitive solicitations without set-asides, indicating a focus on performance, compliance, and technical interoperability over socioeconomic preferences. The agency favors vendors capable of delivering scalable, future-proof solutions that meet federal and state telecommunications standards, often requiring adherence to NIST guidelines and industry-certified deployment practices. The agency primarily targets NAICS 517111 for wired telecommunications carriers and NAICS 561621 for security systems services, reflecting a dual commitment to robust network backbone and layered physical security. There is no indication of set-aside preferences, suggesting procurement decisions are driven by technical merit, system compatibility, and vendor track record rather than demographic or size-based criteria. Vendor relationships appear to be long-term and performance-based, with recurring engagements indicating trust in proven contractors capable of complex, mission-critical deployments. As a state-level entity under the Texas Department of Technology, the agency operates statewide with no localized office presence, coordinating infrastructure initiatives across public institutions. It utilizes standard competitive solicitation vehicles and follows state procurement codes to acquire telecommunications and security systems, ensuring alignment with broader Texas digital governance objectives.
