What does Usaid/cambodia do?

USAID/Cambodia focuses on advancing sustainable development, social resilience, and environmental stewardship within Cambodia. Core strategic priorities include improving educational outcomes for children in adversity, fostering youth leadership, and strengthening civil society resilience. The agency also prioritizes environmental conservation and wildlife protection, alongside initiatives aimed at localization and workforce employment. Procurement patterns center heavily on professional services, specifically the acquisition of specialized human capital. The agency frequently utilizes Personal Service Contractors (PSC), including Resident Hire, Third Country National, and Offshore U.S. personnel, to fill critical advisory roles in health, education, and development communications. They also issue sources-sought notices and solicitations for large-scale activity implementations and technical assistance. The agency primarily targets vendors within the All Other Personal Services and All Other Professional, Scientific, and Technical Services NAICS categories, with additional requirements for environmental conservation and technical consulting. While many opportunities are open to all competitors, the agency utilizes SBA and 8(a) set-asides to engage small disadvantaged businesses. Operating as a regional arm of the Agency for International Development, this office manages a diverse portfolio of development activities and technical advisory services. Its procurement structure relies on a mix of individual contractor solicitations and comprehensive activity-based awards to implement its regional mission.
