Solicitation # SPE300-26-R-0036

Solicitation SPE300-26-R-0036 is a 100% small business set-aside for the procurement of fresh produce and shelled eggs to support Dallas Texas Troops, schools, and other agencies. The contract is structured as a firm-fixed price agreement divided into three tiers, consisting of one 24-month period and two 18-month periods. Award is based on the Lowest Price Technically Acceptable process, requiring offerors to be technically acceptable and provide the lowest evaluated aggregate price. Key technical requirements include a valid PACA license and USDA Harmonized GAP Plus or GMP audit certifications. The pricing model utilizes a component-based structure where the contract unit price is the sum of the delivered price, minus any rebates or discounts, plus a firm-fixed distribution price. The delivered price is subject to economic price adjustments based on actual material costs, with a general upward ceiling of 120% of the initial delivered price. The contractor is responsible for catalog maintenance, including the addition of new items via a mandatory request form and bi-weekly price adjustments based on commercial market conditions. All deliveries are FOB Destination, and the contractor must maintain full traceability of products back to the grower or supplier.
