0.10' Cold Plane and RHMA-G, EA 03-4G110, EFIS 0326000101

The California Department of Transportation District 3 is managing the 0.10 foot Cold Plane and RHMA-G project, identified as EA 03-4G110 and EFIS 0326000101. Located on State Route 174 in Colfax, Placer County, the project spans from post mile 0.10 to 2.88. The primary objective is to preserve the existing roadway and prevent further pavement deterioration by cold planing 0.10 foot of existing asphalt concrete and replacing it with 0.10 foot of RHMA-G. Additional scope includes targeted spot dig-outs, miscellaneous dike repairs, and shoulder maintenance. All work will be performed within the Caltrans right of way. Construction is anticipated to begin on July 1, 2027, with an estimated duration of 45 working days, and will require night work. The project is categorically exempt under CEQA and NEPA, with no significant environmental impacts identified. The contractor must adhere to several Caltrans Standard Specifications, including Section 14-9 for air quality, Section 14-8.02 for noise control, Standard Spec 14-2 for cultural resources, and Standard Special Provision 14-1.02 for environmentally sensitive areas. Additionally, Standard Special Provision 36-4 must be followed for the handling of residue containing lead from paint and thermoplastic.
