016A-27 Pollinator Habitat Spot Spraying Contract

The Ohio Department of Transportation (ODOT) is establishing a contract for pollinator habitat spot spraying on maintained rights of way and land surrounding physical facilities and ODOT buildings. The contract, which runs through June 30, 2027, will be awarded to the lowest responsive and responsible bidder based on a lump sum total cost. The scope of work includes site preparation by removing litter and debris, the application of Glyphosate herbicide, and the provision of all necessary equipment. Performance is required across multiple Ohio counties, including Erie, Huron, Mahoning, Portage, Coshocton, Fairfield, Guernsey, Knox, Licking, Franklin, Madison, Marion, Pickaway, Union, Miami, Clermont, Clinton, and Preble. Contractors must maintain strict quality standards, allowing no more than 5% coverage of noxious weeds, invasive weeds, annual and cool-season grasses, or woody vegetation; failure to meet this threshold may result in a proportional reduction in payment. Key deliverables include the electronic submission of spray records every Monday. Bidders must comply with OSHA safety standards, maintain specific insurance limits of 300,000 dollars per person and 1 million dollars per occurrence, and adhere to the Ohio E-Verify Workforce Integrity Act. Additionally, the contract requires compliance with the Buy American Act and offers preferences for bidders with a significant economic presence in Ohio.
