HSR26-31 Tree Removal and Disposal Services

The California High-Speed Rail Authority issued solicitation HSR26-31 for tree removal and disposal services across approximately 43.04 acres of Authority-owned parcels in Fresno and Kings counties. The scope of work includes the removal of roughly 3,400 peach trees, 706 pistachio trees, and 513 pomegranate trees, utilizing either flush cutting with off-site grinding or on-site grinding and debris clean-up. The contractor is also responsible for removing all orchard hardware, such as wires, posts, and irrigation equipment, and must leave the sites in a neat, clean, and safe condition. The contract term runs from November 1, 2026, through October 31, 2027, with a possible 12-month extension. To be eligible, bidders must possess a valid C-49 Tree and Palm Contractor license and provide proof of DIR registration for public works if the bid exceeds 25,000 dollars. The award will be granted to the lowest responsible responsive bidder, with specific participation goals including a 25 percent Small Business utilization goal and a 3 percent Disabled Veteran Business Enterprise goal. Security requirements include a bidder's bond for bids over 461,000 dollars, and performance and payment bonds for awards exceeding 10,000 and 25,000 dollars, respectively.
