The Department of Veterans Affairs plans to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract for a one-year performance period to Luxart Communications for informational booklets and their distribution. This contract will be awarded through a sole source solicitation under FAR 6.302, as Luxart holds the exclusive copyright for "The Montgomery GI Bill Active Duty, The Simple Facts" booklet, which the VA requires. The distinctive Quick Series Pocket Guide, measuring approximately 5.5 by 3.75 inches with a rugged plastic-coated wire spiral binding, is preferred for its durability and portability, designed to fit easily into uniforms and withstand repetitive use. Although this notice is not a request for competitive proposals, the VA will consider any responses or proposals submitted within five days of the synopsis date to determine whether a competitive procurement should be pursued. The decision to compete or proceed with sole source negotiation rests solely with the Government. Interested parties may express their interest or capabilities, but the primary intent is to engage Luxart for their unique booklet and design. For further information or to submit interest, the point of contact is Belinda M. Thomas-Wright.
