First 5 Sacramento has issued a Determination of Interest, solicitation number 2026-DOI-0099, to identify qualified organizations to provide breastfeeding support services within Sacramento County. The primary objective is to help new families initiate and continue exclusive breastfeeding for at least six months, and ideally up to one year, while specifically working to reduce racial disparities in breastfeeding rates. The project is aligned with American Academy of Pediatrics recommendations and focuses on serving underserved communities through culturally responsive methods. Eligible providers must offer core services including education, support, and one-on-one consultations, with a requirement for professional responses to inquiries within 24 hours and assistance with breastmilk expression methods. The contract term runs from July 1, 2027, through June 30, 2030, with a total available funding amount of up to 600,000 dollars. To be eligible, applicants must have at least five years of experience providing breastfeeding support as a core service in Sacramento County and must employ International Board Certified Lactation Consultants for advanced clinical care. The City of New York is committed to supporting victims and survivors of crime and abuse through ongoing funding for family and criminal court programs that offer essential services such as confidential support, court advocacy, crisis counseling, safety planning, and resource linkage. These programs currently facilitate over 35,000 interactions annually across all five boroughs, with a focus on survivors of domestic and gender-based violence. The administration of these programs is managed by the Mayor’s Office to End Domestic and Gender-Based Violence (ENDGBV) in collaboration with the Department of Social Services/Human Resources Administration (DSS/HRA). ENDGBV is seeking to engage up to two providers capable of delivering onsite human services within New York City’s family and criminal courthouses. The scope includes services in family courts across all boroughs and criminal courts in several boroughs, with proposals required to specify whether they will serve one or both court types. Providers can submit separate proposals for each program and may propose to fulfill services directly or through subcontracting, with some services mandated to be provided by subcontractors. The solicitation emphasizes organizational capability and alignment with the City’s best interests, and the contract response deadline is April 10, 2024. The initiative aims to ensure accessible, specialized support for victims and survivors navigating the court system.

The City of New York has a longstanding and ongoing commitment to supporting victims/survivors of crime and abuse. This includes funding family and criminal court programs that provide critical services, including confidential support, safe waiting areas, court advocacy, assistance filing for family court remedies, crisis counseling, safety planning, information and linkages to community-based and government resources and services. Currently, these programs see over 35,000 interactions with victims/survivors across all five boroughs and provide specialized support to survivors of domestic and gender-based violence. The City’s criminal and family court programs will be administered by the Mayor’s Office to End Domestic and Gender-Based Violence (ENDGBV) in partnership with the New York City Department of Social Services/Human Resources Administration (DSS/HRA) beginning with this solicitation. ENDGBV is seeking to engage up to two (2) providers who can deliver onsite human services to victims/survivors of crime and abuse and members of the general public in New York City’s family and criminal courthouses. ENDGBV is seeking providers who can serve one or both of the following citywide court programs: 1. Family Courts in New York City (New York County, Bronx County, Richmond County, Kings County, and Queens County Family Courts) 2. Criminal Courts in New York City (Bronx County, Richmond County, Kings County, and Queens County Criminal Courts) A proposer is eligible to propose for more than one contract award, and ENDGBV reserves the right to determine based on the proposer’s demonstrated level of organizational capability, and the best interests of the City, respectively, to determine how many awards the proposer will receive. The proposer will need to submit separate proposals for each citywide court program. The proposer may propose to deliver portions of this contract directly or some specified portion of the services through subcontract with another qualified vendor. A portion of the services specified in the contract are required to be provided by a subcontractor.
