This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. This is a notice of intent to award a sole source procurement in accordance with FAR 13.106-1(b) and FAR 5.202(a) (13) to Headsets Inc. To provide Active Noise Reduction Dichotic stereo headsets. The Headsets are mission essential equipment and must meet the description and Model EM-001-A-M65-HR-5K-Z. This support will be provided to the Utah Air National Guard, 169th IS. The proposed ation is for supplies for which the government intends to solicit and negotiate with only one source in accordance with FAR 13.106-1(b). A determination not to compete this requirement is within the discretion of the Government. See attached Justification and Approval.
