1. A contract will be for non-personal services to provide inspection, preventive maintenance and minor repairs at the US loading station in the Baumholder Military Community, USAG Rheinland-Pfalz, Germany to include ice and snow removal within railroad trackage during winter. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1 Background: The US loading station of Baumholder is connected to the German rail line. To guarantee safe rail road movements, preventive maintenance and inspection of trackage located within the US Boundary must be performed in accordance with AR 420-72 and Army Technical Manual 5-628. 2. The solicitation will result in a Firm Fixed Price Non-Personal Service Contract. It may include brand name or equal items. 3. The performance period is anticipated for a Base Year and 2 Option Years. 4. The solicitation will be issued on or about 17 July 2015 with an anticipated closing date of 16 August 2015. The solicitation will be at the following website: https://acquisition.army.mil/asfi. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon parties to review the website frequently for any updates/amendments. 5. All responsible sources may submit a quote, which will be considered by the Theater Contracting Center, Kaiserslautern. 6. Work will be performed in Germany and the contractor must comply with currently applicable German law (e.g. authorization to do business in Germany). 7.
