The SCAR (Special Operations Forces Combat Assault Rifle) program issued a solicitation (H92222-04-R-0001) outlining updated requirements that now integrate the Enhanced Grenade Launcher Module (EGLM), which was previously part of a separate solicitation. This integration will affect multiple aspects of the solicitation, including the schedule of supplies, specifications, proposal instructions, and evaluation criteria. Although vendors are not required to submit product samples including the EGLM, their technical proposals must address the EGLM capabilities in a manner consistent with the treatment of the SCAR H model, following specific solicitation guidelines. An amendment detailing these changes is expected by the end of March 2004, and the government plans to revise the initial synopsis by mid-March 2004 to reflect the complete updated requirements. This procurement is managed by the Department of Defense’s Special Operations Command office based in Tampa, Florida. The solicitation is intended for vendors involved with manufacturing under NAICS code 332994, which covers small arms manufacturing. The contracting officer responsible for this solicitation is Susan M. Griffin, who can be contacted via email or phone for further information. The updates to this solicitation aim to streamline the acquisition process by consolidating requirements and ensuring proposals comprehensively address the capabilities needed for the SCAR system and its integrated grenade launcher module.

IMPORTANT NOTE TO ALL POTENTIAL SCAR VENDORS (Solicitation H92222-04-R-0001): The SCAR program intends to incorporate the requirements of the Enhanced Grenade Launcher Module (EGLM) previously synopsized under H92222-04-R-0013 into the SCAR program and solicitation. This change will impact a number of sections of the current SCAR solicitation (schedule of supplies, specifications, proposal instructions and evaluation of offerors) and detail of the those changes will be incorporated into the solicitation via amendment that is anticipated to be released by no later than 31 March 2004. The government will not require the SCAR product samples to include the EGLM; however, the proposal instructions will require the vendor, in the Technical Area proposal, to address the EGLM in a similar fashion as is currently required of the vendor's proposed SCAR H (see paragraph 4.1.2.3 on page 69 of the solicitation). The Government intends to amend the SCAR synopsis by no later than 19 March 2004 to include the complete requirements.
