The Naval Information Warfare Systems Command (NAVWAR), supporting the Program Executive Office for Command, Control, Communication, Computers, and Intelligence (C4I), plans to negotiate a sole-source contract with Northrop Grumman Corporation (NGC) to provide software engineering services for the modernization of Taiwan’s Command and Control (C2) system. This contract involves customization and delivery of the latest Windows version of NGC’s proprietary Interoperable C4I Services (ICS) software to meet specific modernization and interface requirements for the Taiwan Syun An C2 system. Due to NGC being the original equipment manufacturer and sole holder of the proprietary software’s source code, the contract will be awarded under an exception to full and open competition, as no other supplier can perform the required tasks without substantial duplication of cost or unacceptable delays. The contract is anticipated to be a four-year, Foreign Military Sales (FMS) case-funded, hybrid Cost Plus Fixed Fee (CPFF)/cost reimbursable type award, with solicitation expected in Fiscal Year 2021. While the Government is not soliciting proposals through this notice and will not compensate any providers of information, it invites any potential offerors to submit relevant information regarding the sole-source justification within 15 calendar days from the posting date. This announcement serves solely for planning and informational purposes, not as a request for proposals or a commitment to award, with the procurement categorized under NAICS code 541330. The point of contact for inquiries is the Contract Specialist Magdalena Uriostigue, located at the Naval Information Warfare Systems in San Diego, California.

The Naval Information Warfare Systems Command (NAVWAR), in support of the Program Executive Office (PEO) Command, Control, Communication, Computers, and Intelligence (C4I), International C4I Program Office (PMW 740), intends to negotiate a sole-source contract with Northrop Grumman Corporation (NGC) for Foreign Military Sales (FMS) efforts in support of Taiwan C2 Modernization. NGC will provide software engineering services to customize and deliver the latest Windows version of the NGC proprietary Interoperable Command, Control, Communications, Computers, and Intelligence (C4I) Services (ICS) software to meet modernization and interface requirements for the Taiwan Syun An C2 system. The prospective award is based on the authority for other than full and open competition found at 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2)(iii), only one responsible source and no other suppliers or services will satisfy agency requirements. NGC is the ICS Original Equipment Manufacturer (OEM), and the USG does not have the source code for NGC's proprietary software. Therefore, NGC is the only responsible source to perform engineering, development, and modification of their proprietary ICS software. The required efforts cannot be performed by any other source other than NGC without substantial duplication of cost to the Government that is not expected to be recovered through competition, and without NGC service delivery, unacceptable delays in fulfilling the agency's requirements will be experienced. Solicitation N0003921R4000 is anticipated to be issued and subsequently awarded in Fiscal Year 2021. The prospective award is planned to be a four (4)-year base period, Foreign Military Sales (FMS) case-funded Cost Plus Fixed Fee (CPFF)/Cost reimbursable hybrid type contract. The Government is not soliciting proposals in response to this synopsis. However, in an effort to foster competition, any prospective offeror may provide relevant information, by the requested due date below, which the Government may consider in its continued review of the sole source nature of this requirement. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. The solicitation will be issued without further notice. The North American Industry Classification System (NAICS) code for this requirement is 541330. Responses to this notice should be submitted no later than (15) calendar days from the date of synopsis to Maggie Uriostigue, Contract Specialist, contact@example.gov, and Kristin White, Contracting Officer, contact@example.gov with subject - RFP N0003921R4000. This notice is also posted at https://e-commerce.sscno.nmci.navy.mil. THIS ANNOUNCEMENT IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES AND DOES NOT CONSTITUTE A REQUEST FOR PROPOSALS (RFP) OR OBLIGATION TO ISSUE A FUTURE RFP. RESPONSES IN ANY FORM ARE NOT OFFERS, AND THIS ANNOUNCEMENT DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLIES OR SERVICES.

Solicitation # CMDSAWARDEESONLY
This solicitation, issued by the Naval Information Warfare Systems under the Department of Defense, is restricted to CMDS MAC Awardees. The objective is to secure a contractor to provide enterprise-level IT solutions in support of Navy or DW operations. The government intends to award a hybrid contract consisting of Firm-Fixed Priced, Cost-Plus-Fixed-Fee, Level of Effort, and Cost-Only task orders. The award will be granted to the Highest Technically Rated Offeror (HTRO) with a fair and reasonable price, noting that technical factors are significantly more important than cost and no trade-offs between technical ratings and price are permitted. The evaluation process begins with two non-weighted gate criteria: verification of an active Top Secret facility security clearance and a review of corporate experience regarding recency, magnitude, and scope. Proposals that pass these gates are evaluated on technical factors, with the Technical Scenario Response being the most important, followed by the Staffing Plan and Personnel Matrix. Cost and price realism analysis will only be performed for the HTRO. Proposals must be submitted by November 6, 2026, and must include specific attachments such as a transition-in plan, corporate experience templates, and a signed Section K. All submissions must be unclassified and adhere to strict formatting and page limits.
