100% SMALL BUSINESS SET-ASIDE BRAND NAME SOLE SOURCE - Tektronix Mixed Signal Oscilloscopes (MSOs) (model number MSO46B - MSO46B 4-BW-500) - AMENDMENT 0001

The U.S. Government is soliciting a sole-source, 100% small business set-aside contract for the procurement of three Tektronix Mixed Signal Oscilloscopes (MSOs), model MSO46B - MSO46B 4-BW-500, following an amendment that increased the original quantity from two to three units. This acquisition, issued under the Simplified Acquisition Threshold as a combined synopsis-solicitation, uses a Lowest Price Technically Acceptable (LPTA) evaluation methodology, where technical acceptability is a pass/fail gate based on conformance to the detailed salient characteristics, and award will go to the lowest-priced offeror meeting all technical requirements. The oscilloscopes must satisfy stringent performance specifications including six analog channels with 500 MHz bandwidth, 6.25 GSa/s real-time sampling, 31.25 million point record length, 16-bit vertical resolution, edge and logic triggering, a 13.3-inch touchscreen with 1920x1080 resolution, SSD storage with a closed embedded OS, HDMI and multiple USB 2.0 ports, network remote browser control, and full compatibility with existing systems and spare parts. The equipment must fit a standard 19-inch rack and include a one-year manufacturer’s warranty. The procurement is restricted to small businesses, and offerors must self-certify their size and socio-economic status in accordance with NAICS code 334515. All proposals must comply with the Federal Acquisition Regulation provisions in effect through Federal Acquisition Circular 2026-01, including clauses on cybersecurity, subcontracting, labor practices, and prohibitions on contracting with inverted domestic corporations or entities requiring internal confidentiality agreements. Delivery is required no later than 12 weeks after receipt of offer to Aberdeen Proving Ground, Maryland, with FOB destination terms, and acceptance will be performed by an authorized Government representative at the specified location. Electronic invoicing via WAWF is mandatory, and payment terms must be no less than net 30 days. Offers that propose fewer than the required three units will be deemed nonresponsive, and any proposal offering an alternative to the Tektronix brand must clearly demonstrate full compliance with all salient characteristics to be evaluated as an equal.
