113th MXG Machine Maintenance Repair Services (CNC & OMAX)

The District of Columbia Air National Guard, through the 113th MXG, is conducting a sources-sought Request for Information (RFI) to gauge industry interest and capability in providing Machine Maintenance and Repair Services for Computer Numerical Control (CNC) and OMAX waterjet cutting machinery at Andrews Air Force Base, Maryland. This RFI is strictly for market research and planning purposes and does not constitute a solicitation for quotes or a commitment to award a contract. Respondents must submit a one-page response to SMSgt Stacey Little by the deadline, including company name, contact details, DUNS and CAGE codes, socioeconomic status, NAICS code 811310 and appropriate PSC, a description of prior experience with similar services, and availability to deliver services via GSA/FSS under FAR Part 8. No payment will be made for response costs, and submission of information does not guarantee future participation in a formal procurement. The anticipated contract period, if issued, will be a base year from July 24, 2026, to July 23, 2027, with four optional one-year extensions. Contractors interested in future procurement must be prepared to meet stringent performance and compliance standards, including adherence to FAR and DFARS regulations, HSPD-12 for personnel identification, AFI 10-245 and AFI 10-701 for antiterrorism and operations security, and 29 CFR 1910 for occupational safety. All personnel performing work must hold valid OEM certifications for the specific machinery, and the contractor must designate a Contract Manager prior to award. The Government retains unlimited rights to all deliverables, including software source codes, and contractors must mitigate any organizational conflicts of interest under FAR Subpart 9.5 and comply with the prohibition on trafficking in persons under FAR 22.17. Performance will occur at Building 3119, Room 108, between 0730 and 1630 on Tuesdays through Fridays, excluding federal holidays. Contractors must obtain base access credentials, safeguard government property, and submit key deliverables such as a Quality Control Plan within ten days of award, an OMAX Assessment Report and Firm-Fixed-Price proposal within fifteen days, and a Preventative Maintenance Plan within thirty days. Monthly status reports and individual service reports are mandatory, with surveillance governed by a Quality Assurance Surveillance Plan that enforces strict Acceptable Quality Levels
