The Cooperative Engagement Capability (CEC) Block 2 contract, initially released as a Draft Request for Proposal (RFP) under solicitation number N00024-03-R-5114 on February 27, 2003, was intended to invite industry review and comments. Following the receipt and assessment of these comments, the Naval Sea Systems Command (NAVSEA) conducted additional studies to explore potential synergies with other defense programs, including joint service initiatives. As a result of these strategic deliberations, NAVSEA has decided to revise the CEC Acquisition Strategy and will not move forward with soliciting proposals for the CEC Block 2 at this time. The Navy anticipates announcing future opportunities for competition once the new Acquisition Strategy is finalized. This approach reflects a shift in how the Navy plans to pursue the development and procurement of CEC capabilities, likely aiming to align Integrated Combat System advancements with broader defense priorities. Details such as place of performance, set-aside status, and specific agency offices are not specified in the contract data, underscoring the early stage of planning and the ongoing nature of the acquisition process.
