The Naval Sea Systems Command (NAVSEA) plans to extend the sole source Basic Ordering Agreement (BOA) with Raytheon Company’s Electronic Systems Division for an additional year beyond its current expiration date of April 1, 2003. This extension will allow the continued issuing of orders for the fabrication, materials, testing, and installation of spare and repair parts needed to assemble engineering change kits (ECKs) and Ordnance Alteration (ORDALT) Kits for the MK-74 Missile Fire Control System. The MK-74 system includes key components such as the OT-17 and 134 Continuous Wave Illuminators, the Universal Continuous Wave Illuminator Module, the MK-73 Director, and the MK-72 Signal Data Converter. Raytheon is the original designer, developer, and sole manufacturer of the MK-74 Missile Fire Control System, which grants the company exclusive expertise and knowledge critical for performing the required work. This contract modification will be executed under the authority of 10 U.S.C. 2304(c)(1), confirming the justification for a sole-source procurement due to Raytheon’s unique capabilities. The continuation of this agreement ensures that the Government can maintain and support vital missile fire control components with parts and technical services sourced directly from the original and authorized manufacturer.
