The Naval Sea Systems Command (NAVSEA) plans to extend the sole source Basic Ordering Agreement (BOA) with Raytheon Company, Electronic Systems Division, for one additional year beyond its current expiration date of April 1, 2002. This extension will allow for continued issuance of orders related to the fabrication, materials, testing, and installation of spare and repair parts necessary to produce engineering change kits (ECKs) and Ordnance Alteration (ORDALT) Kits for the MK-74 Missile Fire Control System (FCS). The MK-74 system includes critical components such as OT-17 and 134 Continuous Wave Illuminators, the Universal Continuous Wave Illuminator Module, the MK 73 Director, and the MK 72 Signal Data Converter. Raytheon is uniquely qualified for this work as the original designer, developer, and sole manufacturer of the MK 74 Missile FCS, ensuring that the company has the specialized knowledge and expertise required by the government to maintain and upgrade these systems. The agreement and subsequent orders are to be conducted under the authority of 10 U.S.C. 2304(c)(1), confirming the justification for a sole source procurement to Raytheon due to their exclusive capability. This contract extension supports continued operational readiness and maintenance of the MK-74 Missile Fire Control System through the delivery of spare parts and engineering modifications.
