The Naval Sea Systems Command (NAVSEA) plans to modify contract N00024-03-C-6207 with Raytheon Company to acquire additional supplies and services for Multi-year Shipsets 6 through 10 of the Virginia Class Combat Control subsystems and equipment. This includes Combat Control Data Manager units, Power Distribution Units, Weapons Launch Console units, as well as Long Lead Time Material and Spares to support new submarine construction. The contract modification also covers manufacturing and assembly labor necessary to support the multi-year procurement strategy. Given Raytheon's unique expertise as the original designer, developer, and producer of the Virginia Combat Control System, they are deemed the sole source capable of meeting the system’s technical requirements and schedule. This contract action is being issued under the authority of 10 U.S.C. 2304(c)(1), which allows for negotiation with a single source due to the proprietary nature of the work. The synopsis is posted on both the Federal Business Opportunities and Navy Electronic Commerce Online sites to provide information, though the government intends to negotiate exclusively with Raytheon. The effort supports the continued development and deployment of critical combat control hardware and systems integral to the Virginia Class submarine fleet.
