THIS SOURCE SOUGHT/REQUEST FOR INFORMATION IS RESTRICTED TO DEPARTMENT OF INTERIOR/FISH AND WILDLIFE SERVICE AE MATOC HOLDERS - ARKANSAS.  Other SF-330 submittals will not be considered or opened.


Description:  Source Sought/Request for information from DOI-FWS ARKANSAS CIVIL AE MATOC HOLDERS ONLY.  The design engineer to cost shall include shall include the preparation of plans (drawings), specifications, a schedule of items,
construction cost estimate, and an estimate of construction time. A 65% submittal, 90% and 100% final submission of these documents shall be provided.  This project is for the design of the Albert Pike Campground and will provide design for (summized):


  1. Provide an asphalt loop road connecting to NFSR 73. Roadway shall be placed above the 100-yr flood elevation and have a ditched cross-section with maximum grades of 8%.
  2. new bridge designs as required to cross major drainages
  3. asphalt surfaced camping loops
  4. 8 camping spurs with water and 50A electrical service.
  5. 19 campsites without water and electricity
  6. 1 camp host site with water, 50A electrical service, telephone, and sewer connections.
  7. 2 CXT Double Cascadian or equivalent vault restrooms.
  8. new RV dump station with a septic system, including septic tank, distribution boxes, and field lines
  9. minimum 5’ wide pedestrian access from campsites
  10. new well house, reservoir, and all equipment including well pump, valves, 20A electric receptacle, and piping.
  11. community water hydrants at each new vault restroom and an additional 4 community water hydrants dispersed throughout the 19 campsites without individual water connections
  12. new kiosks, signage, and lighting
  13. Grade site and install ditches, culverts, and other drainage measures to allow water to drain away from all improvements
  14. Layout of campground and construction materials shall be designed by a registered Landscape Architect.

4. ACQUISITION INFORMATION:  This DOI-MATOC Sources/Sought Request for Information is being performed under DOI-FWS MATOC Notice Requirements and FAR 36.6. The USDA-FS will conduct a review of Arkansas DOI-FWS Matoc Pool holders for skills specifically listed under Section Two in the areas of:B02 – Bridges  /R04 – Recreation Facilities (Parks, marinas, etc) /P06- Planning (site, installation, and project) / W03 – Water Supply; treatment and distribution.   This project is reserved exclusively for DOI-FWS ARKANAS CIVIL AE MATOC HOLDERs that are Small Business.  541330 - Engineering Services / C1PA Architect and Engineering- Construction: Recreational Facilities (Non-Building) . 


5.  Responses:  Responses from the DOI-FWS ARKANAS CIVIL AE MATOC HOLDER should be in the form of the latest SF-330 from the firm (no page limit).  In addition to the SF-330, a separate submittal is required that reflects specific skills associated with skills from Section II of the SF-330 B02 – Bridges  /R04 – Recreation Facilities (Parks, marinas, etc) /P06- Planning (site, installation, and project) / W03 – Water Supply; treatment and distribution. The separate package SHALL not exeed 5 pages and outline specific projects, value and locations.  Project may be federal, state, local, private but should encompass as many items listed in the description above.  Please highlight Key Personnel still with the firm that would work this project, if selected. In addition, identify the landscape architect licensed in Arkansas that will be on the project.
