SETA JIAMDO Re-Compete

This contract is a re-compete for Systems Engineering Technical Assistance (SETA) support to the Joint Integrated Air and Missile Defense Organization (JIAMDO) within the Department of Defense’s Joint Staff, J8, located at the Pentagon in Washington, D.C. The contractor will serve as a subject matter expert in Integrated Air and Missile Defense (IAMD), providing advisory services to evaluate, assess, and enhance the capability to detect, classify, intercept, and neutralize airborne and missile threats to protect U.S. forces, allies, and critical assets. The acquisition is being conducted under the Seaport NxG multiple-award contract vehicle (N0017819D7693), with only existing MAC holders eligible to respond. The prime contract is an indefinite-delivery, indefinite-quantity (IDIQ) type, featuring a 10-month base period beginning August 24, 2026, followed by four optional 12-month periods extending performance through June 2030. The total estimated value ranges from approximately $704,545 to $4.1 million, depending on option exercise, with travel and other direct costs capped at specified not-to-exceed amounts. The primary contract type is Cost Plus Fixed Fee, with the fixed fee amount to be determined at award. The work requires on-site support at the Pentagon, with off-site work permissible only upon COR approval. All contractor personnel must hold a current Top Secret security clearance with Sensitive Compartmented Information (SCI) eligibility, and are subject to initial and random counterintelligence polygraphs. The Program Manager must possess a Master’s degree and at least 15 years of professional experience, including 10 years managing complex DoD projects. Key personnel replacements require prior written approval from the Contracting Officer’s Representative (COR). The contractor must comply with stringent cybersecurity requirements, including annual DoD Cybersecurity Awareness Training, NACI or higher background investigations, and face financial liability of at least $5,000 per incident for negligent handling of classified information. Organizational conflicts of interest are strictly managed under FAR subpart 9.5 due to the nature of the work, which may involve recommending future IAMD requirements or evaluating prior contractor performance. Proposals must be submitted in two volumes—Volume I covering Performance Approach and Past Performance (maximum 25 pages) and Volume II containing detailed cost and price data—and must be emailed to the designated Contract Specialist by 5:00 PM EST on
