C1DA--Renovate Specialty Clinics on 2nd
Solicitation # 36C24526R0101
Solicitation 36C24526R0101 is a request for Architect/Engineer services to provide a turnkey design package for the renovation of approximately 16,530 square feet of specialty clinic space on the second floor of the Beckley VAMC in West Virginia. The project focuses on creating an updated central check-in and waiting area, improving wayfinding and traffic flow to support a one-stop care approach, and upgrading systems in a facility originally constructed in the 1950s to meet current building codes and VA guidelines. Key deliverables include construction drawings across all disciplines, schematic designs, life-cycle cost analysis, preconstruction risk assessments, and detailed phasing and infection control plans to manage work within an occupied facility. While the A/E service value is not specified, the resulting construction budget is not to exceed 19,912,000 dollars. This procurement is a 100 percent Service-Disabled Veteran-Owned Small Business set-aside conducted under the Brooks Act. Selection is based on qualifications, with a shortlist of three to five firms chosen for interviews. The primary evaluation factors are professional qualifications, specialized experience in healthcare renovation, and past performance, followed by capacity to accomplish the work, organization and quality control, and geographic knowledge of the locality. Interested firms must be registered in SAM and certified in the SBA Veteran Small Business Certification database. The submission deadline for SF 330 qualifications packages has been extended to November 13, 2026, at 2:00 PM EST, with submissions required in PDF format and limited to 5MB per email attachment.
