Full Description
1. Description of Requirement
The 127th MXS has a requirement for the procurement of specialized, handheld aviation diagnostic test sets. These commercial items are essential for flight-line and hangar-level testing, troubleshooting, and fault-location of aircraft electrical wiring, coaxial RF cables, and fiber optic communication networks. The required items are as follows:
- CLIN 0001: Handheld Electrical Wiring Diagnostic Test Set
- CLIN 0002: Handheld RF Cable and Antenna Diagnostic Test Set
- CLIN 0003: Handheld Fiber Optic Network Diagnostic Test Set

2. Authority and Justification
The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 19.105-3, HUBZone Sole Source Awards.

Market research has indicated that AMFIL Aviation Consulting LLC is the only HUBZone-certified small business concern with the technical capability and authorization to provide these specific diagnostic test systems, which are essential to the agency's mission requirements.
3. Notice of Intent
This notice of intent is not a request for competitive proposals. No solicitation document is available at this time.
However, all responsible HUBZone-certified sources who believe they are capable of meeting this requirement may submit a capability statement, which shall be considered by the agency. Interested firms must provide detailed information demonstrating their technical ability and authorization to supply these specific test sets that meet all of the Government's salient characteristics.
Responses must be submitted in writing to the Point of Contact listed no later than the listed date and time in this notice.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be used for the purpose of determining whether to conduct a competitive procurement.
