155mm Modular Artillery for Combat Effectiveness (MACE)
Solicitation # W15QKN26R1C5R
The 155mm Modular Artillery for Combat Effectiveness (MACE) program, solicitation W15QKN26R1C5R, is a Department of Defense effort managed by the Army Contracting Command Rock Island at Picatinny. The government is seeking up to two prototype Other Transaction Agreements (OTAs) under 10 U.S.C. 4022 to develop a manufacturable 155mm cargo-carrying artillery projectile system. The project is divided into two phases: Phase I focuses on projectiles achieving a range of 30 to 35 km, while Phase II targets ranges beyond 35 km. The goal is to expand domestic manufacturing capacity and develop modular payload capabilities to support a Milestone C production decision by the fourth quarter of FY29, with potential follow-on production of up to 10,000 systems per year. The solicitation has undergone several amendments, most notably Amendment 0007, which extended the proposal submission deadline to 1500 EST on November 30, 2026, and updated the Statement of Work to reflect an anticipated award date of March 29, 2027. Proposals are evaluated based on schedule and technical factors, with schedule being the most important for Phase I and technical being the most important for Phase II, alongside cost and price. To ensure security and compliance, offerors must submit specific certifications, including Business Status Certifications and DD2345 Military Critical Technical Data Agreements, to access controlled technical data. The program emphasizes the National Technology and Industrial Base, prioritizing sources within the United States, Canada, Australia, and the United Kingdom.

AI Contract Overview

The Naval Surface Warfare Center, Crane Division, intends to modify existing Cost Plus Fixed Fee Research and Development Contract N00164-06-C4802 with Nammo-Talley. This modification adds a Phase III effort to advance the M72E8 and M72E10 rounds from the current pre-qualification stage to full qualification. The procurement includes various Fired From Enclosure test rounds, bare test fuzes, empty launcher tubes, shipping containers, and engineering drawings to support the M72 LAW Program. This action will be conducted on a sole-source basis because the required items are highly specialized and available only from the original source. Utilizing another provider would likely result in unacceptable delays or substantial duplication of costs to the government. No formal solicitation will be issued, as the government is exercising its discretion to restrict competition based on the specialized nature of the equipment.

This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. This proposed procurement is for M72E8 LAW Fired From Enclosure (FFE) test rounds, M72E10 LAW Anti-Structural Munition (ASM) FFE test rounds, special M72E8 LAW FFE test rounds, and special M72E10 LAW ASM FFE test rounds, along with bare test fuzes, empty launcher tubes, shipping containers and engineering drawings in support of the M72 LAW Program. The Naval Surface Warfare Center, Crane Division intends to modify the existing Cost Plus Fixed Fee (CPFF), Research and Development Contract N00164-06-C-4802, awarded on 29 September 2006 to Nammo-Talley (CAGE Code: 12116), 4051 N. Higley Road, Mesa Arizona 85215-2222. Modification will add a Phase III effort that takes the Research and Development of the M72E8 and M72E10 rounds from current Phase II to qualification of the M72E8 and M72E10 rounds. Contract N00164-06-C-4802 has completed Phase I (Research and Development efforts of the M72E8/M72E10) and is nearing completion of Phase II (Pre-qualification efforts of the M72E8/M72E10). This contract action will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is that the M72E8 and the M72E10 are items of supply deemed available only from the original source in the case of a follow-on contract for production of highly specialized equipment when it is likely that award to any other source would result in substantial duplication of cost to the Government or unacceptable delay in fulfilling the agency's requirements. No formal solicitation will be issued. All responsible sources may inquire into the specific terms and conditions; such inquiries will be considered by the government. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government. All changes to the requirement that occur prior to the closing date will be posted to Crane website, FedBizOpps and NECO. POC: Dennis J. Ball, Code 0562NC, at telephone +1 (555) 000-0000, Fax +1 (555) 000-0000 or e-mail: contact@example.gov. Complete mailing address is: Mr. Dennis J. Ball, Code 0562, Bldg. 3422, NAVSURFWARCENDIV Crane, 300 Highway 361, Crane, IN 47522-5001. Reference the above solicitation number when responding to this notice.

The US Navy, through NSWC Crane, is issuing a Request for Information (RFI) under announcement N00164-27-S-NC12 to identify qualified contractors capable of performing Environmental Qualification Testing (EQT) and electromagnetic compatibility (EMI) testing. The objective is to verify that the Combined All-Domain Command and Control System Afloat (CAC2S Afloat) Data Processing Assembly and Workstation Mount meet naval shipboard survival and operational requirements following a hardware technology refresh. Testing must adhere to several military standards, including MIL-DTL-901E for shipboard shock, MIL-STD-167-1A for vibration, MIL-STD-461G for electromagnetic interference, MIL-STD-810H for environmental engineering, and MIL-STD-1399 for shipboard power interfaces. Interested parties must be registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) to access the full Statement of Work. The government is seeking capabilities and budgetary estimates from commercial firms, non-profits, and academic institutions, with a strong encouragement for small and disadvantaged businesses to respond. Submissions, which may include a white paper of up to five pages and company literature, are due by November 18, 2026. While this RFI is used for market research to determine if the effort should be pursued via sole source or competitive procurement, the government explicitly states that no funding is currently available and this notice does not constitute a formal solicitation or commitment to award a contract.
