155mm Modular Artillery for Combat Effectiveness (MACE)
Solicitation # W15QKN26R1C5R
The 155mm Modular Artillery for Combat Effectiveness (MACE) program, solicitation W15QKN26R1C5R, is a Department of Defense effort managed by the Army Contracting Command Rock Island at Picatinny. The government is seeking up to two prototype Other Transaction Agreements (OTAs) under 10 U.S.C. 4022 to develop a manufacturable 155mm cargo-carrying artillery projectile system. The project is divided into two phases: Phase I focuses on projectiles achieving a range of 30 to 35 km, while Phase II targets ranges beyond 35 km. The goal is to expand domestic manufacturing capacity and develop modular payload capabilities to support a Milestone C production decision by the fourth quarter of FY29, with potential follow-on production of up to 10,000 systems per year. The solicitation has undergone several amendments, most notably Amendment 0007, which extended the proposal submission deadline to 1500 EST on November 30, 2026, and updated the Statement of Work to reflect an anticipated award date of March 29, 2027. Proposals are evaluated based on schedule and technical factors, with schedule being the most important for Phase I and technical being the most important for Phase II, alongside cost and price. To ensure security and compliance, offerors must submit specific certifications, including Business Status Certifications and DD2345 Military Critical Technical Data Agreements, to access controlled technical data. The program emphasizes the National Technology and Industrial Base, prioritizing sources within the United States, Canada, Australia, and the United Kingdom.

The U.S. Government is conducting a Market Survey to identify production sources of 76mm Naval Ammunition used the with the MK75 Gun System. The manufacture of munitions will include all components and Load, Assemble and Pack (LAP) including tanks and pallets. A respondent must be able to demonstrate technical information related to their products with associated manufacturing status. The U.S. Government has no requirements associated with acquisition of 76mm Naval Ammunition. This is intended to ascertain the World Wide Industrial Base for business case analysis purposes only. The current configurations of U.S. Naval munitions are described below. There will not be any Technical Data Package (TDP) available for this notice. There are six pictures attached for your reference. Respondents can address equivalent functional configurations or propose alternate designs compatible with the MK75 Gun System. The 76mm cartridge ammunition is designed for US Navy Frigate usage. The ammunition is issued in the form of a fixed, completely assembled round, referred to as a cartridge. The 76mm cartridge consists of a steel cartridge case that contains a primer assembly and a propelling charge. The cartridge case is then crimped around an explosive loaded projectile body and a fuze is assembled to the cartridge. The Cartridge case, Primer, propelling charge and projectile body is common to all the cartridges. The fuze is a NATO Standard Fuze that may use either a Variable Time with InfraRed (IR), Radio Frequency (RF), Controlled Variable Time (CVT) and Point Detonating (PD). The 76MM cartridges with a NATO Standard Fuze configurations are MK199 High Explosive, Infrared (HE-IR): The MK404 passive infrared fuze provides a fragmentation capability against aircraft and surface targets. MK200 High Explosive, Point Detonating (HE-PD): The MK407 fuze was designed for use against surface targets. MK208 High Explosive, Variable Time (HE-VT): The MK417 fuze was designed for use against targets vulnerable to an air-burst which includes aircraft. MK230 High Explosive, Controlled Variable Time (HE-CVT): The M732 fuze was designed for use against light surface targets. MK201 Blind Loaded and Plugged (BL-P): The standard projectile body is filled with inert material to bring it within the weight tolerance of the service projectile. The nose is fitted with an inert (dummy) fuze. These cartridges are for target practice, ranging, and proving ground tests. MK76 Clearing Charge: The clearing charge uses all components common to the 76MM cartridge assembly except that the cartridge case is shortened approximately 3.5 inches prior to assembly and a second polyethylene wad is inserted on the top in place of a projectile. The full assessed propellant load is used to ensure adequate pressure to reset even a worn gun. The cartridge case is shortened to permit chambering behind a lodged projectile during a clearing operation. The total weight of the clearing charge approximately 13 pounds. The 76mm cartridge weight is approximately 26.6 pounds. Overall cartridge length is approximately 35.7 inches length. The Average Muzzle velocity is 3,000 feet per second. The maximum range of the projectiles is approximately 17,500 yards. The projectile body primarily consists of a hollow steel body with a threaded nose to receive a NATO Standard Fuze. The explosive fill is either Composition A-3, or PBXN-112. The cartridge case is a conventional straight taper design made of Steel. The primer contains black powder and is initiated by a percussion primer located in the base. The propelling charge contains approximately 5 pounds of propellant. All information collected from this market survey shall be used for PLANNING PURPOSES ONLY. Information is being collected for market survey purposes and not as a request for proposal or as an obligation on part of the Government. The Government will not award a contract on the basis of this market survey and will not pay for information solicited. Please identify any proprietary information submitted. All information submitted will be retained in the solicitation file as market research and will not be released to the public. MARKET SURVEY QUESTIONNAIRE FOR RESPONDENTS: Instructions: This survey questionnaire is not a procurement action, but simply an inquiry for interest. There will be no compensation by the U.S. Government for your response to this questionnaire. Please reference the survey question number with each response. 1. Identify your current Business Structure: a. Name of Company - include a contact person's name, technical person's name, company address, telephone number, email address, CAGE code or Duns Number. b. Manufacturing Locations - describe your parent manufacturing locations and associated subsidiaries. Identify sub-tier vendors and/or subcontractors your organization partners with to manufacture these configurations. 2. Identify product description of equivalent and alternate functional configurations. Schematics and Diagrams are sought. All information on testing or associated demonstrated usage in MK75 or equivalent gun systems should be provided. 3. Provide information on configuration management office responsible for management and release of design. The U.S. Government may request a copy of the design for review for compatibility, therefore contacts are requested. 4. Provide current or previous experience in manufacture of these projectile configurations or representative items, including potential capacity, required start-up efforts and past performance history. Detail whether these items will be produced stand-alone/shared or concurrently with other munitions. Associated lead-times for the materials and fabrication are sought, as well as significant schedule drivers. 5. Provide a Rough Order Magnitude (ROM) cost for these five 76MM cartridges and one clearing charge, based on quantities ranging from 2,500 to 10,000 for a single order. Specific distinction between training and tactical configuration costs is requested. All responses MUST be received no later than 18 MAY 2009 and identify the 76mm Sources Sought W52P1J-09-R-0105 as the subject of your response.
