The U.S. Army Contracting Command - Rock Island, in coordination with the Joint Munitions Command Security Assistance Directorate, is hosting a Non-Standard Ammunition (NSA) Industry Day on October 19-20, 2011, at the Hilton Garden Inn in Rockaway, NJ. This event aims to introduce industry partners to the planned strategy for awarding a five-year, multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for procuring NSA—ammunition not safety tested or type-classified for U.S. Army use and intended primarily for foreign weapon systems. The contract would support the U.S. Government's Foreign Military Sales mission and involve delivering NSA worldwide, adhering to applicable U.S. and international transit regulations. The Industry Day will offer briefings on NSA overview, procurement strategy, and functional areas such as technical data, safety, and security, followed by one-on-one meetings with interested companies. Participants must register by October 13, 2011, with the option to request individual meetings limited to 30 minutes each, scheduled on a first-come, first-served basis. Foreign attendees are required to submit visit requests through their embassies, including passport details. The event is intended for informational purposes only and does not constitute a Request for Proposal or commitment for contract award. Questions may be submitted before and during the event, with responses made available on the designated Army Acquisition Information System website. This Industry Day serves as an initial engagement to gather industry feedback on forthcoming performance specifications that will be published at a later date.

Registration for one-on-one meetings can be completed prior to or during Industry Day; however, the number of meetings will be limited and will be scheduled on a first-come first-serve basis. Solicitation # W15QKN26R1C5R
The 155mm Modular Artillery for Combat Effectiveness (MACE) program, solicitation W15QKN26R1C5R, is a Department of Defense effort managed by the Army Contracting Command Rock Island at Picatinny. The government is seeking up to two prototype Other Transaction Agreements (OTAs) under 10 U.S.C. 4022 to develop a manufacturable 155mm cargo-carrying artillery projectile system. The project is divided into two phases: Phase I focuses on projectiles achieving a range of 30 to 35 km, while Phase II targets ranges beyond 35 km. The goal is to expand domestic manufacturing capacity and develop modular payload capabilities to support a Milestone C production decision by the fourth quarter of FY29, with potential follow-on production of up to 10,000 systems per year. The solicitation has undergone several amendments, most notably Amendment 0007, which extended the proposal submission deadline to 1500 EST on November 30, 2026, and updated the Statement of Work to reflect an anticipated award date of March 29, 2027. Proposals are evaluated based on schedule and technical factors, with schedule being the most important for Phase I and technical being the most important for Phase II, alongside cost and price. To ensure security and compliance, offerors must submit specific certifications, including Business Status Certifications and DD2345 Military Critical Technical Data Agreements, to access controlled technical data.
