The 1313 South Wolfe Road General Plan Amendment and Rezoning Project, managed by the City of Sunnyvale, California, involves the land use redesignation and redevelopment of parcels located at 1313 South Wolfe Road and 898 East Fremont Avenue. Originally approved in 2024, the project changed the land use designation to Medium Density Residential and rezoned the areas to R-3/PD and R-3/MU to facilitate multi-family residential and commercial uses. The initial Initial Study and Mitigated Negative Declaration evaluated a potential mixed-use development consisting of 62 residential units and 7,579 square feet of commercial space. As of September 30, 2026, modifications to the project were approved via an addendum to the 2024 IS/MND. Because the parcel at 898 East Fremont Avenue was approved for a separate development, the current scope for 1313 South Wolfe Road has been reduced to a multi-family residential development featuring 30 townhouse units. This modified project includes a Special Development Permit and Vesting Tentative Map. A Notice of Determination has been filed confirming that the project will not have a significant environmental effect and that no new mitigation measures or monitoring plans were required.

Full Description

2024 Initial Study/Mitigated Negative Declaration (IS/MND): In 2024, the 1313 South Wolfe Road General Plan Amendment & Rezoning project was approved. The IS/MND for the project was adopted and an NOD was filed. The 2024 project changed the General Plan land use designation of the parcel located at 1313 South Wolfe Road (Assessor’s Parcel Number [APN] 309-01-027) to Medium Density Residential and rezoned it to R-3/PD to allow future development of multi-family residential and commercial uses on-site. The adjacent parcel at 898 East Fremont Avenue (APN 309-10-026) also had its General Plan land use amended to Medium Density Residential and it was rezoned to Medium Density Residential with a Mixed-Use combining district (R-3/MU). While there was no specific development application associated with the 2024 General Plan amendments and rezonings, the 2024 IS/MND evaluated a potential mixed-use development that would result in redevelopment of the site with a mixed-use building with 62 multi-family residential units and 7,579 square feet of ground floor commercial space. 2026 Addendum to the 2024 IS/MND: Now, modifications are proposed to the previously approved project, as the property at 898 East Fremont Avenue was recently approved for a separate development and a specific development application for the 1313 South Wolfe Road parcel would develop only a portion of the amount of development previously approved. The modified project would result in the redevelopment of the 1313 South Wolfe Road parcel with a multi-family residential development with 30 townhouse units. The modified project includes a Special Development Permit and Vesting Tentative Map.

2026 Regional Transportation Plan & Sustainable Communities Strategy
Solicitation # NOC-2026-RTP-SCS
The San Joaquin County Council of Governments is preparing the 2026 Regional Transportation Plan and Sustainable Communities Strategy to guide transportation investment and land use planning across the region through 2050. This plan will update regional goals and policies to address evolving mobility needs, integrate transportation with housing and land use strategies, and align with state mandates to reduce greenhouse gas emissions under SB 375. Multiple growth scenarios will be evaluated to determine the most effective mix of projects and policies that achieve emissions targets while supporting equitable, accessible, and sustainable transportation options. The plan will also serve as the foundation for the Regional and Federal Transportation Improvement Programs, ensuring alignment with federal requirements and state climate objectives. As the designated metropolitan planning organization for San Joaquin County, SJCOG is responsible for developing a legally compliant Sustainable Communities Strategy that demonstrates how integrated planning can meet regional GHG reduction targets. The effort will involve extensive public engagement, data analysis, and coordination with local jurisdictions, transit agencies, and state entities to prioritize projects that enhance connectivity, reduce vehicle dependency, and promote affordable housing near transit. The Senior Regional Planner and Supervising Planner are the primary points of contact for this initiative, overseeing the technical development and community outreach components of the planning process. The plan is forecasted to be released in June 2026 and will inform transportation programming and funding decisions for the coming decades.
