The Naval Air Systems Command (NAVAIR) plans to award a sole source, Cost Plus Fixed Fee (CPFF) order under the Basic Ordering Agreement to Raytheon Missile Systems for support analysis and design updates to the Common Unique Planning Component (CUPC) and Global Positioning System (GPS) Predictor related to the Joint Standoff Weapon (JSOW). This acquisition, exempt from competition under federal regulations due to Raytheon's unique expertise and history of involvement with JSOW since the early 1990s, aligns with statutory authority allowing sole source awards when only one responsible source can meet the agency's requirements. The government has emphasized that this is not a solicitation or request for proposals and retains full discretion over whether to proceed with contract award. Raytheon is recognized as the only qualified source with the necessary knowledge to fulfill the technical demands of this effort. While subcontracting opportunities may be available, interested parties must coordinate directly with Raytheon. Additionally, contract award is contingent upon registration in the Department of Defense’s Central Contractor Registration (CCR) database. The government is not responsible for costs incurred prior to contract award and reserves the right to change the acquisition details. For further information, the designated points of contact are contract specialist LaTonya Bembry and contracting officer Tracy Medford at NAVAIR.
