The U.S. Coast Guard plans to modify contract DTCG38-99-D-J00001 by extending the period of performance for option year 3, covering the timeframe from October 1, 2003, through September 30, 2004. This fixed-price contract involves the overhaul of the Pump Module Assembly, a critical component (NSN: 4320-01-207-7228, P/N: 53023-06) used on the HH-60J aircraft. The contractor is responsible for providing all necessary labor, parts, materials, tooling, test equipment, and facilities required to complete the overhaul. The contract stipulates that overhauled components must be delivered to the Aviation Repair and Supply Center (ARSC) in Elizabeth City, North Carolina, or other designated operating units within 30 calendar days after receipt of materials at the contractor’s overhaul facility. Negotiations for this contract modification will be conducted on a sole-source basis with Parker-Hannifin Corporation, the original manufacturer, located in Irvine, California. This sole-source approach is justified as all overhaul data and specifications are proprietary to Parker-Hannifin and are not available through the Coast Guard. The contract supports the Department of Homeland Security’s Aviation Logistics Center in Elizabeth City, NC, and ensures sustained maintenance and reliability of essential aircraft components for mission readiness.
