The Department of the Interior, through the Interior Business Center’s Acquisition Services Directorate, has extended two existing Blanket Purchase Agreements (BPAs) for the WingtraOne Gen II Unmanned Aerial System to ensure uninterrupted support for critical missions including natural resource mapping, emergency response, and land management across federal lands. This modification extends the ordering period from May 19, 2026, through May 18, 2028, bringing the total contract duration to five years, in full compliance with FAR 17.204(e). The procurement is structured as a sole-source, firm-fixed-price BPA under FAR 12.102(b) and 41 U.S.C. 1901, justified by the unique technical capabilities of the WingtraOne Gen II, which is the only system on the DoD Defense Innovation Unit’s Blue UAS list meeting the Department’s operational, endurance, and data quality requirements. No viable alternatives exist due to the obsolescence of prior systems and the absence of other fixed-wing UAS that satisfy federal security and performance mandates. Compliance with federal security directives is mandatory and enforced through FAR 52.240-1, which prohibits the use of UAS manufactured or assembled by covered foreign entities under the American Security Drone Act, and Executive Order 13981, which mandates sourcing from trusted domestic vendors. The system must also adhere to Secretary of the Interior Order 3379, which restricts UAS procurement exclusively to those on the DIU Blue UAS list. Only two authorized resellers, Caron East, Inc. and Vectors, Inc., are eligible to supply the system. Deliverables include the UAS platforms, high-resolution imaging payloads, batteries, chargers, ground control stations, and support accessories, with inspections and acceptance occurring at DOI operational sites upon delivery. While no detailed pricing, delivery terms, or invoicing procedures are disclosed, the contract operates under a shared funding ceiling with obligations drawn from existing BPA authorities.
