AI Contract Overview

The contract involves the sole source procurement of a specialized, pressurizable aircraft fuselage section from Total Aerospace Services to support the National Security Test program conducted by the Department of Homeland Security’s Transportation Security Lab as part of the Global War on Terrorism efforts. The required fuselage is a specific section of a Boeing 737-300 aircraft (N-Number N322AW, S/N 25400) extending from the cockpit to the aft of the pressure bulkhead, including all windows, doors, passenger interiors, seats, and intact cargo compartments with fire suppression systems. The cargo bay areas must remain unchanged as they are mission essential, but no wings, tail, landing gear, or avionics are needed. This procurement follows an unsuccessful competitive solicitation where no acceptable offers met the government’s needs, leading to a firm-fixed price purchase order to Total Aerospace Services, identified as the only known source capable of meeting the specialized requirements. The notice was posted on March 5, 2010, and the government requires the delivery of the fuselage section by April 5, 2010. The contract adheres to the Federal Acquisition Regulation FAR Part 13.5, which governs test program procurements for certain commercial items. The associated NAICS code is 423860 with a business size standard of 100 employees. Although the procurement is sole source, the government invites interested parties to respond within 10 days of the notice to provide evidence that competition would benefit future acquisitions. Responses must be submitted by March 15, 2010, by 11:00 AM Eastern Time, with government discretion to choose whether to compete the contract based on those responses. Direct queries are to be addressed via email to the designated contact, with no telephone requests entertained.
