15 -- V-22 Multiyear; Production years FY08-FY12

The Department of Defense, through the Naval Air Systems Command, intends to negotiate a multi-year production contract with the Bell-Boeing Team for the V-22 tiltrotor aircraft, covering both the MV-22 and CV-22 variants. This contract is proposed for five years, spanning fiscal years 2008 through 2012, and would authorize the production of a total of 185 aircraft—159 MV-22s and 26 CV-22s, or other quantities as congressional approval may allow. The contract will also encompass related production support including special tooling and test equipment, systems engineering, production management, parts obsolescence mitigation, and associated technical, administrative, and financial documentation. The acquisition follows guidelines set under FAR 17.104 and is contingent upon Congressional approval during the PB-07 budget review. This procurement is justified as a sole-source acquisition under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, recognizing Bell-Boeing as the only responsible source capable of meeting the Navy’s requirements due to their unique system knowledge, engineering expertise, aircraft integration capabilities, and possession of necessary technical data. No other supplier can meet the technical and resource demands of the program. The contract period includes advance acquisitions starting in FY07 and continuing annually through FY11.
