Solicitation SPRTA1-12-R-0227 is a request for the procurement of new manufactured spare Drogue Assemblies, part number 6508840, used to power the lamps of the illuminated drogue for KC-135 aircraft. The US Air Force requires a total quantity ranging from 7 to 42 units, with an initial delivery of 15 units starting December 31, 2012. Due to the criticality and complexity of the component, the government will only consider actual manufacturers who have completed all required design testing or those approved as sources for similar items. Flight Refueling Limited is listed as a qualified source. While price is a significant factor, the final award decision may be based on a combination of price and past performance. Unique Identification requirements apply if the unit price exceeds 5,000 dollars. This acquisition involves military technology, and the government intends to negotiate with a limited number of sources under FAR 6.302, though all responsible sources may submit capability statements or proposals for consideration.
