This contract involves a sole source award to EDO Corporation for a development study aimed at replacing the existing BRU-56 bomb rack on B-1B aircraft with a newly designed Pneumatic Assisted Release (PAR) bomb rack. The PAR system uses pneumatic actuation rather than the current pyrotechnic mechanism, which was initially demonstrated in proof-of-concept testing on B-1B aircraft between 2003 and 2004. The study will include design, development, and testing efforts over a one-year period from approximately August 2006 to August 2007, providing a critical follow-on to the initial PAR demonstration and paving the way for potential future production. The Government has determined that only EDO Corporation can meet the requirements due to its unique position as the developer of the prototype and its ongoing involvement in system testing and analysis, making it the sole qualified provider capable of seamless continuation and timely delivery. The contract is authorized under a specific statutory exemption for sole source procurements and emphasizes that selecting any other vendor would result in significant delays and additional costs due to duplication of efforts. EDO’s existing in-house technology and prior work give the Government added value and accelerated integration potential for the B-1 PAR system. The announcement serves as a notification of intent to award rather than a solicitation, highlighting the proprietary nature of the study and providing contact information for government representatives at Kirtland Air Force Base to clarify any inquiries. This development effort is intended to support modernization efforts within the Air Combat Command by providing a safer, more reliable, and technologically advanced bomb rack system for strategic bomber operations.

Full Description

PAR Pneumatic Assisted Release Bomb Rack The purpose of this announcement is to inform industry of a notice of intent to issue a sole source contract for a development study of the replacement of the BRU-56 bomb rack with a new designed pneumatic assisted release bomb rack. This effort is to provide follow-on design/test and study effort to the Pneumatic Assist Release (PAR) proof-of-concept demonstration efforts conducted on the B-1B in 2003-4. The PAR utilizes a pneumatic actuation system which is planned to ultimately replace the current pyrotechnic-activated bomb racks (BRU-56) used on the B-1B aircrafts Multi-Purpose Rotary Launchers (MPRLs). The period of performance is tentatively scheduled for August 2006 - August 2007 time frame and will be issued to EDO Corporation, EDO Defense Systems, 1500 New Horizons Blvd, North Amityville, NY 11701. AUTHORITY: 10 U.S.C. 2304 (C) (1) as implemented by FAR 6.302-1(a)(2)(ii), and 9.505-2 paragraph 3. Only one responsible source and no other supplier or services will satisfy agency requirements. APPLICABILITY OF AUTHORITY: The Air Force's requirements can only be met by EDO Corporation. EDO Corporation is the source that built the proof-of-concept prototype PAR and conducted and supported testing and analyses. As such, EDO is the only company that offers the advantages of being able to piggyback seamlessly from their proof-of-concept and provide the transition to follow-on SDD in the 12 month timeframe required to meet ACC's need. SDD contract award schedule for FY08 would experience significant delays if any other contractor was selected. Significant additional cost would also be required to complete the tasks that EDO is being contracted for, since a new contractor would have to duplicate effort in order to arrive at the point that EDO is now. EDO Corporation furthermore offers the additional benefit of being able to leverage existing in-house technology for application to our specific PAR product. This stands to benefit the government in terms of being able to obtain more value for the dollars expended, and also provide accelerated insertion into the B-1 PAR. This is a notice of intent to award a sole source contract to EDO Corporation, Inc. for follow-on development study to design, develop, and demonstrate operational pneumatic assisted release bomb rack for the B-1. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for either the effort or associated costs to respond or for the information provided. This synopsis does not constitute a Request for Proposal (RFP). The North American Industrial Classification System (NAICS) for this sole source acquisition is 541710. Space Environment Technologies and Science (SETS) Broad Agency Announcement (BAA)
Solicitation # FA9453-23-R-X001
The Space Environment Technologies and Science (SETS) Program is a Broad Agency Announcement (BAA) issued by the Air Force Research Laboratory (AFRL) under NAICS 541715. The program seeks research and development to understand, quantify, and mitigate the impacts of the space environment on Department of Defense and national security systems. The scope is divided into five primary technical areas: Solar, Solar Wind, and Ionospheric Effects; Thermosphere, Satellite Drag and the Reentry Environment; Plasma Physics and Chemistry; Particle Effects and Radiation Belt Environment; and the Cislunar Environment. The objective is to enhance the capability to predict and exploit environmental effects that could disrupt operational systems, including impacts on spacecraft, radar, and positioning, navigation, and timing (PNT) systems. This is a closed BAA that remains active for eight years, with specific requirements and deadlines issued through individual Calls. Proposals may follow a one-step or two-step process, with the latter requiring an initial white paper for evaluation based on technical merit and affordability. Deliverables vary by Call but typically include hardware, software, prototypes, and technical reports. All offerors must maintain active registration in the System for Award Management (SAM) and provide a Unique Entity Identification number. Depending on the specific Call, some efforts may require a U.S. security clearance of Secret or higher and a classified facility clearance. Award selection is based primarily on overall scientific and technical merit, subject to the availability of funds.

Neutron Strategic Technology Advanced Research (Neutron-STAR) Advanced Research Announcement (ARA)
Solicitation # FA9453-23-R-A004
The Neutron Strategic Technology Advanced Research (Neutron STAR) Advanced Research Announcement (ARA), solicitation FA9453-23-R-A004, is an open call issued by the Air Force Research Laboratory (AFRL) Geo Space Division. Utilizing the authority of 10 U.S.C. 4023 for Procurement for Experimental Purposes, the program seeks innovative research and development to enhance national nuclear deterrence capabilities. The scope is divided into five primary technical topic areas: nuclear system development, nuclear systems integration, nuclear system flight experimentation and evaluation, nuclear explosion monitoring, and nuclear command, control, and communication. The solicitation employs a hybrid approach, featuring an open request for white papers alongside potential one-step or two-step individual solicitations. For the open announcement, interested parties must first submit an unclassified white paper and a Rough Order of Magnitude (ROM) cost estimate to the Neutron STAR Org Mailbox. These submissions are evaluated based on technical merit and best value, with successful candidates invited to submit full technical and cost proposals. Awards may be issued through various instruments, including FAR-based contracts, Other Transactions (OT), or assistance instruments such as grants and cooperative agreements. Submission dates are currently indefinite, and the announcement remains active until further notice. Offerors must be registered in the System for Award Management (SAM) and are required to submit a Security Program Questionnaire and Standard Form 424 for key personnel to assess Science and Technology protection risks. The program maintains an unrestricted ceiling, and the government anticipates making multiple awards based on technical soundness, cost realism, and funding availability.
