Solicitation SPE4A7-26-R-0755 is a sealed bid for a Firm Fixed Price, Indefinite Quantity Contract (IQC) issued by DLA Aviation for the procurement of Bypass Indicators (NSN 2915-01-313-4615). The contract encompasses a five-year base period with a guaranteed minimum quantity of 20 units and an estimated annual requirement of 80 units. This item is designated as an Air Force Critical Safety Item (CSI) and is source-controlled, requiring manufacture and testing in accordance with specific limited rights data and basic drawing 99167 5907808. Due to the proprietary nature of the technical data package, only vendors with existing access to the data or traceability to approved sources are eligible to quote. The contract mandates strict quality and security compliance, including SAE AS9100 higher-level quality requirements and Cybersecurity Maturity Model Certification (CMMC) Level 2. Inspection and acceptance are conducted at the origin, with sampling performed according to MIL-STD-1916 or ASQ H1331, requiring zero non-conformances for acceptance. Packaging must adhere to MIL-STD-2073-1E and RP001, while marking must comply with MIL-STD-129, including the contractor and manufacturer CAGE codes and part numbers. Delivery is specified as FOB Destination with a lead time of 308 days after receipt of order. Award determination will be based on a comparative assessment of price, past performance, and other evaluation factors, with SPRS assessments weighted most heavily within the past performance category.

The U.S. Navy, through NAVSUP Weapon Systems Support in Philadelphia, intends to award a sole-source contract to The Boeing Company for one unit of a retainer, seal part with NSN 1R-1680-LLF02N687-P8 and part number 162A1529-2, intended for use on the P-8 aircraft. This part is exclusively sourced from the original equipment manufacturer, as no alternative suppliers exist due to the lack of available technical data and government ownership rights, qualifying the procurement under 10 U.S.C. 2304(c)(1) and FAR 6.302. The contract will be issued on a non-competitive basis with a one-year duration, and the delivery term is FOB origin. All required compliance provisions, including Buy American Act clauses and UID labeling, will be incorporated, and the acquisition will follow FAR Part 15 procedures rather than commercial item acquisition rules. The solicitation will be issued electronically via NECO, with no hard copies or phone inquiries accepted. The anticipated release of the Request for Proposal is May 19, 2026, with proposals due by June 19, 2026, and an expected award date of August 20, 2026. While the procurement is not a small business set-aside, any interested party may submit a capability statement within 15 days of notice to demonstrate if a commercial item alternative exists, though no competition is anticipated. Firms not currently approved to produce this item must submit a Source Approval Request, though the procurement will not be delayed to await approval. All submissions must be sent electronically to the designated point of contact, Deja Thompson-Mitchell, and no telephone requests will be processed. The NAICS code is 336413 and the PSC is 1680, reflecting the part's classification in aerospace components.
