The Department of Defense's Naval Air Systems Command intends to negotiate a new Basic Ordering Agreement with Rolls-Royce Corporation for the repair and maintenance of the AE1107C and T406-AD-400 engines. This procurement will be conducted on a sole-source basis, as Rolls-Royce is the sole designer, developer, and producer of these engine models and possesses the exclusive expertise necessary to perform maintenance and repairs not covered under existing agreements. The contract specifically excludes supplies and services already covered under previous contracts and focuses on engine repair and maintenance efforts outside the scope of Rolls-Royce's current V-22 Commercial Power by the Hour maintenance agreement. This acquisition aligns with the Federal Acquisition Regulation provision authorizing non-competitive awards when only one responsible source is available. The agreement's scope ensures continuity in technical support and engine lifecycle management, critical for military operations requiring these engines. The Naval Air Systems Command office in Patuxent River, MD, is managing the contract, with designated contract specialists available for contact. This contract, categorized under NAICS code 336412, is a presolicitation notice posted in February 2004, signaling the commencement of negotiations for this essential maintenance agreement.
