The 161 Air Refueling Wing (ARW) hereby publicizes its intention to solicit, negotiate, and award a commercial, Firm-Fixed-Price purchase order on a noncompetitive basis to Phillips Corporation (CAGE Code 3MPQ0) located at 7390 Coca Cola DR STE 200, Hanover, Maryland 21076-1937. The requirement is for the purchase of Haas Machinery listed in the attached Justification and Approval for Sole Source to Phillips Corporation. The Government intends to negotiate solely with Phillips Corporation. under the authority of FAR 12.102 and 10 USC 3204, only one source capable of meeting the government’s requirement. Supporting documentation is attached to this notice.


Response Instructions:


This is not a request for competitive proposals or quotes, and no solicitation document is available. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.


All capability statements must be submitted in writing and must include:


  • Company Name
  • Address
  • Cage Code / Unique Entity ID (UEI) number
  • Detailed technical specifications of the proposed alternative equipment, explicitly proving its capability to meet all salient characteristics.
  • Delivery and installation requirements to be met by Statement of Work (SOW.)

A determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
