161315 Ditch Maintenance Services

The Virginia Department of Transportation is soliciting bids for contract 161315 to provide as-needed ditch cleaning and right-of-way maintenance services for the Petersburg Residency. The scope of work covers primary and secondary routes within Dinwiddie, Prince George, and Nottoway counties. The contractor is responsible for providing all necessary labor, equipment, and materials, including comprehensive traffic control and erosion control measures. Performance must adhere to the Virginia Work Area Protection Manual, the Stormwater Management Handbook, and VDOE erosion and sediment control standards. The contract is scheduled to begin on January 26, 2027, for a one-year term, with the possibility of four successive one-year renewals. Work is generally performed Monday through Friday from 7:30 AM to 4:30 PM, excluding state and federal holidays. Bidders must submit their proposals electronically via the eVA portal by November 30, 2026. To be considered responsive, bidders must provide a completed Vendor Qualification and Equipment Inventory Certification, a Small Business Subcontracting Plan, and other required administrative forms. Verification of owned equipment or proof of purchase for new equipment is required prior to the issuance of a Notice of Intent to Award. The contract is subject to the Commonwealth of Virginia Vendors Manual, the Virginia Prompt Payment Act, and various anti-discrimination and safety laws, including OSHA and VOSH standards. Payment is processed via check, ACH, EDI, or P-Card within 30 days of a valid invoice.
