The contract requires the provision of local telecommunications access to designated circuit demarcation points at the Savannah, Georgia location, specifically supporting the 165th Wing of the Air Force. All labor, tools, materials, facilities, and services necessary to deliver this access must be provided by the contractor, including any equipment, wiring, or infrastructure required to ensure seamless compatibility with the Government’s existing copper and fiber networks without imposing additional costs on the Government. The services must include operator assistance functions and adhere strictly to all applicable Federal Communications Commission, Public Utility Commission, Department of Defense, and Air Force standards, as well as relevant industry norms. Residential or business telecommunications services for non-Government entities or contractors are explicitly excluded from the scope. The contract is a sole-source procurement under FAR 13.106-1(b)(1), justified by the unique dependency on the incumbent provider’s existing infrastructure and the fact that the requirement falls below the Simplified Acquisition Threshold. Award will be based solely on the reasonableness of the proposed price, with no competitive evaluation factors applied. Performance is limited to the Savannah, Georgia area, and acceptance of services will occur at that location, with oversight and certification handled by the Department of Defense. The contract type is Firm Fixed Price, and while no specific period of performance or pricing details are provided, the work is tied to a transition away from hardline phone services toward Microsoft Teams, indicating a finite duration. Packaging, preservation, and marking requirements are not specified beyond general compliance with DoD and Air Force standards, and no special contractual provisions such as security clearances, key personnel requirements, or contract options are included. The contracting office is located in Garden City, Georgia, and the point of contact for the requirement is Justin Smith, with financial oversight conducted under Operations and Maintenance, Air Force funding.
