The U.S. Army Corps of Engineers, Savannah District plans to issue a sole-source modification to contract DACA21-03-C-0009 for additional construction work at the 16th Military Police Barracks Complex at Fort Bragg, North Carolina. This modification covers the design, permitting, site preparation, and construction of an additional barracks building with 80 spaces, along with a Company Operations Facility (COF). The work includes integration of building systems such as fire alarms, sprinklers, intrusion detection, energy monitoring and control, and force protection systems. Supporting infrastructure improvements will also be completed, including electrical, water, sewer, and gas services, paving, drainage, erosion control, landscaping, and physical security measures focusing on standoff distances for protection. The Government intends to negotiate exclusively with the incumbent joint venture of B. L. Harbert International, LLC and Bill Harbert International Construction, Inc., citing concerns over construction continuity, warranty integrity, and limited site access issues. Due to ongoing construction at the site, challenges such as limited equipment access, concurrent work by multiple contractors, and increased risk related to environmental compliance and site safety are anticipated. HVAC and plumbing systems in the new barracks will rely on equipment already installed by the current contractor, strengthening the case for a sole-source award. The total contract modification value is not expected to exceed $10 million. Although this notice is not a request for proposals, the Government invites interested parties to express their capability within 45 days, which will assist in determining whether a competitive procurement will occur. For inquiries, the designated contacts are provided for contractual or technical questions related to the project.
